Bureaucrats not following SoP during meetings; 127 IAS, KAS officers, officials quarantined in J&K

Sanitization of Civil Secretariat Jammu begins

JAMMU, June 1: In a bizarre, the bureaucrat who found positive on his return from Srinagar has not followed the Standard Operating Procedure (SOP) of the J&K Government and also the MHA guidelines.
As per SoP, the bureaucrat on his return from Srinagar and sampling at the Airport had to be quarantined till report of his test was available. Or he had to isolate himself at the house till the report and carried out work of urgent nature from home.
“The SOP has been clearly violated in this case,” they pointed out but declined to elaborate as to how it happened. The administration will now face tough time as top bureaucrats will have to work from home till their quarantine period is over.
With the results as many as 127 12 IAS and KAS officers, officials have gone into self-quarantine in Jammu & Kashmir after a senior bureaucrat tested positive for COVID-19 in the Union Territory on May 30.
Officials disclosed that 127 officials from different departments and institutions, who had come in contact with the bureaucrat in Srinagar and Jammu, have been quarantined. “Those included top- ranking bureaucrats, head of departments (HODs) and other officials,” they told, adding that process is on to trace all contacts of the officer.
The officer, who was in Srinagar recently to oversee arrangements in connection with returnees, tested positive on Sunday night after his sample was collected at Jammu airport.
Before his report came, the officer also participated in a high-level meeting held in Jammu, which was attended by top-ranking bureaucrats and officers of Health and Medical Education Department.
Last week, an advisor to Lieutenant Governor was also quarantined after his wife and son tested positive for COVID-19.
Two days after a senior IAS officer tested positive for novel coronavirus, authorities on Monday started sanitization of the Jammu secretariat which houses among others the offices of Lieutenant Governor, his advisors besides top bureaucrats.
Sources told that authorities decided to spray the disinfectant and sanitization of the entire building after the commissioner/secretary ranked IAS officer was found infected with COVID-19.
In the aftermath of the late Saturday evening confirmation of the bureaucrat testing positive for the virus, one hundred twenty seven persons including many top IAS and KAS officers have been identified as the immediate contacts of the officer.
Sources said that all of them, some in the ranks of Principal and Commissioner Secretaries, have been sent for home quarantine.
Sources said that 45 contacts of the senior IAS officer have been identified in Jammu and 41 in Kashmir. Besides officers and officials, the contacts include the family members and all of them have been advised home quarantine, they added.
However, Crew of the flight from Srinagar to Jammu in which the senior IAS officer was on board is also likely to be quarantined. Other passengers of the flight have already been sampled and were under administrative quarantine. The administration has written to the Airlines authorities for quarantine of the staff.
