Logic of repeatedly extending last date for filing Income Tax Returns

India is a country where most people defer abiding with rules in wait for last dates like is usually seen in case of filing Income Tax returns. It is quite usual that Income Tax Department repeatedly extends last date for filing returns even without a valid practical logic. This year too, Income Tax Department has twice extended last date for filing returns for those requiring audit of account-books first from original 30.09.2018 to 15.10.2018, and now again to 31.10.2018. It may be recalled that till few years back, this last date was 31st October which was not practical because of festive season around that date.
If Income Tax Department considers 30th September not sufficient for tax-payers to file Income Tax returns, it may make it 30th November. To motivate early filing of returns, some incentive may be provided to those filing returns by 30th September. However 31st October must not be the last date for filing Income Tax returns because of festive season usually around this date. In case of others, last date of filing returns can be advanced to 30th June from present 31st July.
