An Open letter to His Excellency Governor J&K state

I would like to request you to intervene in the matter of arbitrary selections of Kashmiri Migrants under Prime Minister's Employment Package. The various migrant posts were advertised vide J&K SSB notification no: - 04 of 2017 and written tests were held in April, 2018. The document verification was also conducted in the month of June/July 2018. But irony is this that type tests for Junior Assistant's posts were conducted in February/March, 2018 but no document verification was done by the J&K SSB for these posts. Neither CBT was done nor results of the candidates who have qualified the Junior Assistant's type tests have been declared so far, putting the aspirants to great mental agony and frustration.
Meanwhile some writ petition was filed by some members of Kashmiri Sikh community against SRO-425 which deals with inclusion of non-migrant Kashmiri Pandits in the employment package. SRO-412 deals with the employment package of Kashmiri Pandit migrants. The J&K High Court had stayed the operation of selection of the migrant candidates. Now that the High court has vacated stay and SSRB has issued selection lists of civil engineers, mechanical engineers, library assistants, statistical assistants etc. But to add fuel to the fire the SSRB has arbitrarily issued the selection lists of the above posts and has not followed proper procedure for the selections. It had unnecessarily reserved migrant posts for ST/SC and OBC, while the fact known to everybody is that there is no such category in case of Kashmiri Pandits and now SSRB has bypassed the criteria and kept the reserved posts vacant for these categories while the best course of action is that the reserved category posts should be allocated and distributed among open merit category candidates.
Majority of those who have applied for the posts of migrants have been denied their due as they have already undergone written tests and document verifications. It is learnt that the JKSSB has referred back the reserved category posts to the concerned departments and if the same process is followed again and again it will affect the career prospects of the migrant job aspirants and the posts will always remain vacant. Further, some candidates who have applied for the jobs have left their private jobs outside the state of J&K where they were working on a paltry sum in the hope of getting employed in the state government. Thus, they were neither in private job outside the state nor were they employed in PM's employment package.
More than a year has passed since aspirants for Junior Assistant's had applied for the posts but they have neither been selected till date nor CBT was conducted for these posts. Now it is requested to you to intervene in the matter and get the candidates who have applied for Junior Assistants posts to be selected on the basis of type test merit. Further, it is requested that SSRB be directed to allocate the reserved category posts to open merit candidates and not jeopardize the interests of the Kashmiri Migrant candidates some of who are going to be over-aged.
