Modern hospital Dooru remains non-functional as tussle between health dept, locals continues

ANANTNAG, Dec 1: In 2010 PDP-Congress government sanctioned a new building block with modern facilities for sub-district hospital Dooru. The contract for the construction of hospital was allotted to Police Housing Corporation.
The cost of the project was 11.50 crore rupees. As the hospital was under construction the PDP-BJP government in 2015 sanctioned two model hospitals to both Jammu and Kashmir regions. In Jammu, model hospital was sanctioned for Basoli town while as in Kashmir model hospital went to Dooru.
After the sanction of the hospital to the area, people of Dooru and its peripheries were very jubilant hoping improvement in the healthcare in the area. However after the completion of the hospital building in 2016 authorities named it as the model hospital and installed modern machinery there. They decided to shift the existing sub-district hospital to the newly constructed building.
Since the model hospital for the town had been sanctioned additional hospital to the town, people of the area objected to shifting of the SDH to the model hospital and moved the court demanding both the hospitals should be operational.
Though the authorities during last three years announced to inaugurate the hospital thrice but sources in the health department said that every time inauguration was postponed as they apprehended protests by the locals.
With both the people and the authorities remaining adamant on their stand, the modern hospital with all the latest facilities continues to remain nonfunctional making the people of the area suffer badly for want of healthcare.
An official of the health department said that authorities have failed to solve the issue with the locals opposing the shifting of SDH to modern hospital with the result poor patients suffer badly.
“The hospital has all the facilities like CT scan, high resolution USG, blood bank, sophisticated analyzers, separate operation theaters for minor and major surgeries, and central heating system. But all this machinery is gathering the rust. Some of these equipments and central heating system has virtually become defunct now for want of use,” an official said.
The locals too are divided over the issue of the hospital with some of them demanding the modern hospital be made operational while others say authorities should create new posts for the hospital and make both SDH and modern hospital functional.
“Despite the availability of the best healthcare facilities at the modern hospital, the facility remains non-operational. Patients of the whole constituency are suffering as the SDH not only lacks space but remains devoid of the facilities as well. There has to be end to the tussle now and authorities should make the modern hospital operational,” said a local, Abdul Rashid.
However another local trader said that authorities should create new posts for the modern hospital which has been additionally sanctioned to the town.
“Government had sanctioned the model hospital to the town as an additional facility but now they are shifting the already existing SDH there. This decision is not acceptable to the many people of the area. Healthcare in the area will improve only if both the hospitals remain operational. Shutting one facility and making another functional will not be in the interests of the patients,” the trader said.
Medical superintendent of SDH Dooru, Mohammad Rafi Salati said that they had tried their best to convince the people about shifting of the SDH to model hospital but they did not understand.
“I am here from last three months only. I don’t know whether model hospital has been sanctioned as an additional facility or it was the up gradation of the existing SDH. But one thing is clear that government cannot afford to operate two secondary care facilities at the distance of hundred yards,” MS told Kashmir Times.
He, however, said that some of the areas have moved the court and department is waiting for the court decision.
“We are now awaiting the court decision. Whatever will be the decision of the honorable court we will accept that,” MS said.
