DODA, Feb 24: A large number of youth, who are having RBA (Residents of Backward Area) category, are not able to avail reser¬vation benefits under Economically Weaker Sections (EWS) category-while appearing in nation¬al level exams or applying for central jobs.
This is inspite of the fact that many such youth belong to Below Poverty Line category. They are suffering because RBA category is not applicable at the central level. It is only applicable in J&K Union Territory.
"Those who fall under
RBA cannot be entitled to Economically Weaker Section (EWS) certificate, because authorities say one person cannot hold two categories," said a for-mer student leader Pankaj Sharma.
"Those persons who fall under RBA and belong to BPL, how they are eco¬nomically sound," he ques-tioned.
While talking to KTNS, Aslam, Halqa Patwari Dhandal, Kashtigarh tehsil said, "Social Welfare Department issued an SRO, through which RBA person cannot be entitled to EWS certificate."

Social Welfare Officer Doda, Zubair Ahmed said, "Recently a meeting was held where Deputy Commissioner told, tehisldars to issue EWS certificates in favour of economically weaker stu¬dents."
.Tehsildar Kashtigarh. Raju Sambyal said, "At present we are not issuing any EWS certificates to RBA students.
Government issued an order SRO-518 in September 2019, stating that those who fall under RBA, can't get EWS cer¬tificates. File in this regard is in DC office, if they issue order then we'll issue EWS certificates."
