On Teachers’ Day, Jammu and Kashmir celebrated its teachers with ceremonies, certificates and words of gratitude. But beneath the familiar applause lay a more uncomfortable question: what does the data tell us about the conditions in which a J&K teacher is actually expected to educate a child?
The numbers hide more than they reveal.
Unified District Information System for Education Plus (UDISE+) 2024–25 records 24,192 schools, 26.54 lakh students and 1,66,717 teachers in Jammu and Kashmir. The overall teacher-pupil position looks comparatively favourable when placed against the national picture. Yet the distribution is far from uniform, and the difference between an average and an actual classroom can be enormous.
At the primary level, J&K has a pupil-teacher ratio of about 12:1, falling to 9:1 at upper-primary, before rising to 12:1 at secondary and 22:1 at higher-secondary level. The numbers immediately suggest that the problem is not simply whether J&K has teachers. The more important question is whether the right teacher is available at the right school and at the right stage of education.
Teacher Deployment in Hilly Areas
That distinction becomes critical in the hilly areas. In Doda, Kishtwar, Ramban, Rajouri, Poonch and Reasi, a school may be separated from another school by only a few kilometres on a map but by hours of difficult travel on the ground. The education department therefore cannot treat every school as an identical administrative unit. Terrain, road connectivity, population dispersion, weather and the size of individual schools all affect teacher deployment.
Doda provides a particularly revealing case. Official district information has highlighted the need for rationalisation of teaching staff and better deployment of teachers to underperforming schools.
A district education review reported 98.31 per cent pass percentage in Class 8, 79.80 per cent in Class 10 and 67.69 per cent in Class 12. The widening gap as students’ progress towards higher secondary education raises questions about subject-specific teaching, academic mentoring and the transition from elementary to secondary learning.
Doda’s geography makes the issue even more significant. A teacher posted in a remote part of Bhaderwah, Gandoh, Bhalessa, Thathri or Gurez-like terrain does not face the same professional environment as a teacher in a densely populated urban locality.
The distance from home, winter conditions, transport, connectivity and the size of the school can all influence the teacher’s working conditions. The same question is visible in Kishtwar.
Infrastructural Limitations and Inadequacies
A UDISE+-based district profile puts Kishtwar at approximately 870 schools, 59,700 students and 3,900 teachers, with a pupil-teacher ratio of roughly 15.2:1. More revealing than the ratio, however, is the infrastructure divide.
The profile reports electricity availability at about 74 per cent, internet connectivity at only around 36 per cent, libraries in roughly half of schools and significant gaps in functional girls’ toilets. Having a teacher in a school is only one component of providing education.
A teacher cannot be expected to deliver twenty-first-century learning with nineteenth-century limitations.
Rajouri presents another dimension. In Kotranka, a UDISE+-based profile records approximately 166 schools, 15,600 students and 719 teachers, giving a PTR of about 21.7:1. Internet access remains available in less than a third of schools in that profile. The Pir Panjal’s educational challenge is therefore not simply one of teacher numbers but of access, connectivity and the ability of teachers to use modern teaching resources.
Poonch faces a similar mountain-region challenge. The district has a dispersed school network extending across Poonch, Mendhar, Surankote, Mandi and remote border-side areas. Here again, the statistical average can conceal the practical reality of individual schools. A teacher serving a small school in a remote belt may be handling several grades, administrative duties and multiple subjects simultaneously.
Ramban presents perhaps an even more obvious case of geography influencing education. The district’s schools are distributed through Banihal, Ramban, Gool, Ukhral and other mountainous areas. In such a setting, rationalisation of teachers cannot mean simply shifting personnel according to a mathematical formula. The distance a child must travel, and the accessibility of the school must become part of the education equation.
Digital Inequalities even in Jammu District
Jammu district offers a useful contrast. In more accessible areas, teacher availability can be considerably stronger. A UDISE+-based profile for Miran Sahib records approximately 120 schools, 15,000 students and 1,281 teachers, producing a PTR of around 11.7:1. Yet the same profile indicates that computer and internet availability remains far from universal.
Marh provides another example: approximately 141 schools, 20,443 students and 1,541 teachers, with a PTR around 13.3:1. Electricity and drinking-water coverage are comparatively strong, but digital connectivity and library access remain less comprehensive.
This exposes one of the central misconceptions in the education debate.
Weighing competence, not just numbers
A good pupil-teacher ratio doesn't guarantee a good education system. A school may have enough teachers but no internet, electricity but no working digital classroom, classrooms but no library, or several teachers but no specialist in maths, science, English or another key subject.
Conversely, a highly competent teacher can be forced to single-handedly teach multiple grades. UDISE+ records 1,371 single-teacher schools in J&K, serving over 32,000 students, a figure that deserves more attention than any Teachers' Day slogan. In small remote schools, one teacher often does the work of an entire team - teaching different grades, preparing lessons, assessing students, keeping records, handling admin and running government programmes. The problem often isn't the teacher. It's the structure they work within. This is why J&K needs to look beyond Pupil-Teacher Ratio (PTR) alone.
A degree doesn't automatically make a teacher competent. A truly competent teacher can judge each child's learning level, spot learning gaps, adapt teaching methods, use assessments wisely, manage multi-level classrooms, use technology sensibly and encourage children to ask questions.
UDISE+ data shows about 87.5% of secondary and 87.6% of higher-secondary teachers in J&K are professionally qualified. This shouldn't be used to blame teachers. Instead, it should guide continuous professional development.
Teacher training must become classroom focused. The real question after training isn't how many teachers attended, but whether reading and results improved, whether teachers spotted learning gaps earlier, whether participation rose, and whether struggling students began catching up. These should be the real measures of teacher development.
J&K must also fix unequal teacher deployment. A UT-wide PTR of 16:1 sounds reassuring, but it hides the real picture. Some remote schools lack teachers while others have a surplus. The education department should track and publish school and subject-level data, not just district averages.
The same logic applies to infrastructure. It's not enough to ask if a school has electricity, a computer, internet or a toilet. What matters is whether each one actually works, whether the electricity is reliable, the computer functional and used, the internet good enough for real learning, and the toilet functional and accessible.
This shift - from numbers to monitoring what works - turns J&K's education story from a celebration into an honest investigation. The UT has made real progress on access and infrastructure. The next step is to move from access to quality, enrolment to learning, and teacher availability to teacher effectiveness.
Urgent Need in Hilly Regions
The mountain districts make this transition particularly urgent. Doda, Kishtwar, Ramban, Rajouri, Poonch and Reasi should not be viewed merely as districts requiring more teachers. They require terrain-sensitive educational planning. A teacher’s workload, distance, accessibility, school size, multi-grade teaching and availability of subject specialists should all be considered.
The same logic applies across Jammu and Kashmir’s remote and difficult areas.
J&K’s educational map is not flat. Its classrooms are spread across mountains, valleys, rivers, snow-bound roads and scattered settlements. Its teacher policy must reflect that reality.
There is another issue which rarely appears in PTR calculations - the non-teaching burden on teachers. Every additional survey, register, online entry, meeting, administrative exercise or unrelated government assignment takes time away from lesson preparation and interaction with children. Accountability is necessary, but accountability should not become administrative overload.
The Way Forward
A teacher’s most valuable working hours should be protected for teaching. The ultimate test of the system, however, remains the child. How many children can read with comprehension? How many can perform grade-appropriate mathematics? How many can communicate confidently? How many complete Class 10 and Class 12 successfully? How many continue into higher education, vocational training or employment?
And most importantly, what is the learning gap between a child in a well-connected urban school and a child in a remote mountain school?
Teachers’ Day should therefore become more than a celebration. It should be an occasion to take J&K education policy to the next level – from access to quality, from disparities to equality. The real question this Teachers’ Day is not whether we celebrate our teachers enough. It is whether we have built an education system worthy of the teachers who serve it.
