J&K Collects Nearly All Its Waste But Where Does 428 Tonnes a Day Go?

Official data reveals a widening gap between collection, treatment, segregation and final disposal, with strong activity numbers masking a system that loses track of actual outcomes

Jammu and Kashmir generates 1,496.54 tonnes of municipal solid waste every day. Official data shows almost all of it - 1,489.54 tonnes - gets collected, with door-to-door pickup reported across all 80 Urban Local Bodies (ULBs). But only 1,068.53 tonnes a day is reported as treated.

That leaves roughly 428 tonnes a day - about 28.6% of what's generated - with no clear record of what happens to it. That gap is the most glaring story in the Union Territory's Solid Waste Management (SWM) data for 2025–26.

The Solid Waste Management Rules, 2016, notified by the Ministry of Environment, Forest and Climate Change, require municipalities to do more than pick up garbage. They must segregate it at source, transport it, process it, recover and recycle what can be reused, and scientifically dispose of the rest.

Collection is one step in that chain, but a truck reaching a household regularly for pickup says nothing about what happens after.

The UT's "100% door-to-door collection" figure is a service-coverage number. It means every one of the 80 Urban Local Bodies has the system running. Yet, Jammu Division, collects about 99% of what it generates, not literally all of it.

The division-wise numbers show a real imbalance. Kashmir generates more waste than Jammu - 857.39 tonnes a day against 639.15 - and reports collecting effectively all of it. But it treats only 492.05 tonnes - just 57.4% of what it collects. Jammu treats 576.48 of the 632.15 tonnes it collects at a 91.2% rate.

The difference suggests that Kashmir’s waste-management challenge is increasingly concentrated at the processing and disposal stages. The region produces more municipal waste than Jammu but reports substantially less waste treated. Kashmir's problem, in other words, isn't collection. It's what happens next.

Segregation gaps

Source segregation - sorting wet, dry and other waste before it's picked up - is reported in 812 of J&K's 1,142 wards, about 71%. Jammu reports coverage in 358 of 528 wards; Kashmir in 454 of 614. Roughly 330 wards across the UT, more than a quarter of the total, have no reported segregation.

Interestingly, Kashmir's ward-level segregation coverage (73.9%) is higher than Jammu's (67.8%). So, segregation alone doesn't explain Kashmir's much lower treatment rate — the bottleneck looks to sit downstream, in processing and disposal capacity, not at the household level.

Mixed waste still makes everything after collection harder. Organic waste contaminated with plastic is difficult to compost, recyclables get spoiled, and more material ends up as residual waste needing landfill space which J&K is short of.

The legacy waste problem

Daily generation is only half the picture.

Jammu city illustrates the contradiction between collection and scientific processing. The Jammu Municipal Corporation area has a reported population of 819,146 and generates approximately 380 tonnes of waste every day. About 377 TPD is reported collected or transported, while the city’s reported processing includes 164 TPD through composting and 160 TPD through Material Recovery Facilities.

Yet segregation is reported in only 45 of 75 wards. The city has undertaken several initiatives, including an organic-waste composting machine at Narwal, an integrated solid-waste-management facility at Bandhu Rakh and household composting measures. These projects represent a move towards modern waste management, but the ward-level segregation figures show that the system is still incomplete. 

The larger problem in Jammu is the waste accumulated over previous years.

Official records identify 24 dumpsites in Jammu Division containing 1,124,624 metric tonnes of legacy waste. The reported burden includes 223,000 MT at Kot Bhalwal, 130,000 MT at Katra, 55,000 MT at Kathua, 35,000 MT at Doda, 31,500 MT at Udhampur, 26,234 MT at Hiranagar and 24,825 MT at Poonch, besides significant quantities reported at Rajouri, Bhaderwah, Kishtwar and other Urban Local Bodies. 

These figures demonstrate that the waste problem cannot be measured solely through today’s daily generation.

The Chenab Valley provides a particularly important warning. Doda generates 9.12 TPD, Bhaderwah 4.68 TPD and Thathri 0.63 TPD. These quantities appear modest when compared with Jammu and Srinagar, but Doda already has approximately 35,000 MT of legacy waste.

The figures demonstrate how small daily waste streams can become substantial environmental burdens when disposal continues without adequate processing and remedy.

For mountainous towns, where settlements are located close to streams, rivers, agricultural land and fragile slopes, waste-management planning cannot be postponed until dumpsites become unmanageable. 

Kashmir faces a much larger daily waste stream. Srinagar generates approximately 525 tonnes of municipal waste every day and has a reported population of 1.569 million. Door-to-door collection is reported at 100 per cent, while segregation is approximately 60 per cent.

The city’s reported processing includes 84.5 TPD through composting and 100 TPD through Material Recovery Facilities. The figures demonstrate the extraordinary scale of the waste challenge confronting the summer capital, where the waste generated every day must be managed within a densely populated urban environment.

Achan's own legacy burden dwarfs the daily figures. Roughly 11 lakh tonnes of waste at the site is currently under remediation. Its first two disposal phases are reported exhausted and capped, which raises an unresolved question: where does residual waste go once recyclables and compostables are separated out? Every processing system, however efficient, still leaves material that needs an engineered landfill somewhere.

Monitoring gaps and Overstressed landfills

The data flags its own weak points. Leachate - the contaminated liquid that seeps from waste - was not analysed because the treatment plant was reported non-functional. Compost quality wasn't tested. Analysis of volatile organic compounds (VOCs) couldn't be carried out for lack of the facility to do it. Scientific waste management is not achieved simply by transporting waste to a designated site. It requires functioning treatment systems, environmental safeguards and regular monitoring of what is entering the environment.

Another major structural issue is the shortage of authorised engineered landfill capacity. Jammu Division has no authorised engineered landfill in operation, per the data. Kashmir's heavy reliance on a single site - Srinagar's Achan landfill - leaves little margin elsewhere in the Valley, where most other municipal councils and committees reportedly have no sanitary engineered landfill at all.

Composting and MRFs can absorb organic and recyclable material, but every system produces a residual fraction that needs somewhere scientific to go. Without landfill capacity, that residue risks drifting back into uncontrolled dumping, adding to the legacy-waste burden rather than resolving it.

The infrastructure is growing

Jammu and Kashmir has, however, expanded its waste-processing infrastructure. Jammu Division now runs 22 operational processing facilities with a combined capacity of 302.99 tonnes a day, plus 24 fully functional MRFs, with more under construction in five additional ULBs. Kashmir Division has 15 facilities rated at 278.6 tonnes a day. Together, that's 37 facilities and about 581.59 tonnes a day of installed capacity across the UT.

Two larger projects are in the pipeline: a 200-tonne-a-day Compressed Biogas Plant proposed for Kot Bhalwal in Jammu, and an 800-tonne-a-day Solid Waste Management Plant proposed for Srinagar. Both could meaningfully shift the numbers but only if segregated waste actually reaches them. A well-built plant is ineffective if waste that arrives is mixed.

Installed capacity isn't the same as output. The distinction between capacity and actual output deserves greater attention. A facility may have the technical capacity to process a particular quantity but operate below that level because waste arrives mixed, machinery is unavailable, maintenance is delayed, manpower is insufficient or recovered materials cannot be sold consistently. Future reporting would be more useful if it tracked actual daily throughput — not just what a facility is built to handle.

Regulation Gaps

 Regulation is where the accountability gap is starkest. The Jammu & Kashmir Pollution Control Committee (JKPCC) issued 26 directions between April 2025 and March 2026 over violations of the SWM Rules, and imposed environmental compensation totalling Rs 35.63 crore on 13 authorities. Reported recovery so far is about ₹30 lakh. It is under 1% of what was imposed.

Three authorities account for most of the penalty amount - Srinagar Municipal Corporation (₹12.62 crore), Municipal Council Anantnag (₹6.57 crore) and Municipal Council Rajouri (₹5.45 crore). Together, they account for nearly 70% of the total penalty imposed.

Penalties only work as a deterrent if they're actually collected. Right now, the gap between what's imposed and what's recovered raises the same question the waste data does. Is the system tracking outcomes, or just producing numbers?

A Transition But Inadequate

The official statistics present Jammu and Kashmir as a system undergoing a major transition. It would be inaccurate to describe the system as a complete failure. Door-to-door collection has expanded dramatically. Processing facilities and MRFs have been established. Legacy-waste remediation has begun. New treatment projects are being proposed. At the same time, it would be equally inaccurate to consider the transition complete.

What's missing is a full account of where every tonne goes. If a ULB reports 100 tonnes generated, it should be able to show what happened to all 100 - segregated, composted, recycled, landfilled, or otherwise accounted for.

Right now, close to 428 tonnes a day across the UT simply isn't tracked past collection. The quantity that cannot be accounted for should not simply disappear from the statistical record. 

This approach would also change the way municipal performance is judged. Instead of celebrating collection percentages alone, authorities could publish monthly figures for generation, collection, segregation, processing, recycling, recovery, landfill disposal, residual waste and facility utilisation.

Such reporting would make it possible to compare Urban Local Bodies and identify where the system is failing. It would also allow regulators to distinguish between a municipality that genuinely processes its waste and one that simply transports it from one location to another.

The system can be fixed through a multi-pronged approach, including universal source segregation, transparent reporting instead of installed-capacity figures alone, engineered landfill capacity where it's missing, functioning environmental monitoring, and penalties that are actually recovered.

A clean street and a 100%-collection statistic look like success. But none of those figures answers the most important question. What happened after the garbage truck left?

Until Jammu and Kashmir can answer that question for every tonne of waste generated, the transformation from garbage collection to scientific waste management will remain incomplete.
